Professor Position Specializing in Program Evaluation

École nationale d'administration publique

CONTEXT
The École nationale d'administration publique (ENAP), the only French-language university specializing in public administration in the world, is an institution at the forefront of research and teaching in public administration and is dedicated to the advancement of public administrations in Quebec and elsewhere.

ENAP is looking for a candidate to fill a tenure-track faculty position specializing in program evaluation. This position focuses on the study and application of fundamental criteria such as the relevance, coherence, effectiveness, efficiency, impact and sustainability of interventions. The successful candidate will have proven expertise in evaluative research, with a particular mastery of mixed methodologies. He or she will also need to demonstrate an ability to articulate rigorous approaches adapted to a variety of contexts, as well as to translate abstract concepts, such as performance, into concrete indicators or proxies for measurement and monitoring.

Candidates must be able to demonstrate leadership in their field of expertise. They have an excellent track record or strong research potential and are able to transmit their knowledge with passion and commitment, supervising and mentoring graduate students and postdoctoral fellows in a diverse intellectual and social environment. The selected candidates will conduct innovative research and must be able to apply for funding. They will contribute to discussions on the evolution of the program and public policy evaluation function in public administration and will share their expertise with students and various national and international partners. They will contribute to program development and evaluation, as well as to the development of national and international partnerships.

For information purposes, candidates must be able to teach at least two of the following courses:
• Principes, processus et méthodes d’évaluation des programmes publics (ENP7132);
• Méthodes qualitatives en évaluation de programmes (ENP7147);
• Méthodes statistiques d’évaluation de programmes (ENP7139);
• Évaluation économique de programmes publics (ENP7140).
Please note that the language of teaching and work is French.

QUALIFICATIONS
All candidates must:
• Hold a doctorate (or about to obtain) in a related disciplinary field.
• Have acquired university teaching experience.
• Demonstrate an ability to teach a variety of students.
• Demonstrate an interest in and knowledge of the evaluation of public programs in Quebec and internationally;
• Demonstrate the ability to pass on knowledge and skills;
• Demonstrate research skills, as evidenced in particular by refereed publications.

In accordance with the requirements of Immigration, Refugees and Citizenship Canada, this position is intended primarily for Canadian citizens and permanent residents of Canada.

•A letter of motivation specifically demonstrating the candidate's ability to fulfill each of theresponsibilities and required qualifications listed above;

•A curriculum vitae;
•At least two letters of reference;
•A program of evaluative research (max. 5 pages);
•A copy of two or three publications. In the case of a book, a copy of the title page, table of contentsand introduction will be sufficient;
•A document on teaching experience, including a description of the teaching approach orphilosophy, and a list of courses taught. This document may include, as an appendix, examplessuch as lesson plans or teaching evaluations;
•Links to Google Scholar, ResearchGate, ORCID or other profiles (if applicable).

EXPECTED START DATE
To be defined with the Directeur de l’enseignement et de la recherche.

SALARY
Salary to be determined according to the collective agreement for ENAP professors.
